Reaching Out To Employers 

 

Before speaking to employer groups, there are a number of questions you should be prepared to answer about your community health information exchange initiative.  While we have developed a number of communication tools that can be used when you speak to employers in your community,  we strongly suggest  that you review the questions below and draft your own responses to create  “Talking Points” geared toward your local community effort.  These "Talking Points" will be useful as you do your community outreach and speak both formally and informally to employers.  As a guide, review the frequently asked questions that have been developed for the InformationSTAT campaign.

 

While not directly involved with the health care community, employers and purchasers are important stakeholders as they pay the bill for health care services and they have a vested interest in making sure that safe, efficient and effective health care is available to their employees. 

 

To assist you we have developed a Guide for Reaching Out to Employers, which will offer you helpful tips as you reach out to employer/purchasers in your community.

 

Our research shows that when talking about health information exchange with employers, you should first focus on:

 

► HIPAA Privacy and HIPAA Security;

► Outline how the system works;

► Policies for patient permission and patient consent;

► Explain who will have access to the information/how will the information be used?

► Clearly state the benefits to consumers and physicians in the community

 

Other questions that you should be prepared to answer:

 

        • How does HIPAA play into it?
        • Who is the exchange between?
        • What information is being exchanged?
        • How is information exchanged?
        • How long will it take to have it up and operational?
        • Who owns the information?
        • Who has access? Would employers have access?
        • How secure is the information exchange?
        • How is access restricted?
        • Who determines what information is shared with whom?
        • Is there any individual say in what is shared?
        • Will there be any solicitations?
        • Will patients have to give permission for the information to be shared?

 

Other questions that employers may have:

 

        • Are you able to retrieve or view your information?
        • What health care providers can see it and why would two insurers share information?
        • Where is information?  One database? or many companies? or my doctor keeps it?
        • Who would be able to get this information?
        • Will there be open authorization or on a one time basis?
        • Who initiates the exchange? The patient or doctor?
        • How does the person receiving the information know it is trustworthy and not fraud?
        • Will medical or personal information or both be shared?  Only medical history?
        • How well is it explained to patients?  Do they understand what they’re giving permission for?
        • How long is information kept for?
